Streszczenie
The paper presents the analysis of changes in land function and in total surface coverage of local development plan in Skórzewo in the years 1995–2012. The area of study included Skórzewo geodesic precinct located in direct neighborhood of Poznan city, where intense changes associated with the process of suburbanization take place, e.g. population growth rate in the years 1995–2012 was about 394. Principles modifying the spatial policy of local government bodies and central government bodies, as well as the scope and procedures in land function allocation for specific uses, and identification of principles of their management and development are specified in the Act of 27 March 2003 on spatial planning and land development (SPaLD Act) (The Journal of Law “Dziennik Ustaw” of 2012, item 647 with later amendments). Studies on conditions and directions of spatial management (hereinafter referred to as the communes studies) and local spatial development plans (local plans) are developed at the local level of spatial planning. Communes studies determine the spatial policy of a given commune, including e.g. principles of spatial development, while not being an act of local law, and its stipulations are binding for the organs of the commune when preparing local plans (art. 9. of SPaLD Act). Land function, allocation of public investments as well as types of management and conditions of land building development are specified in the local plan (art. 4. of SPaLD Act), which is an act of local law. Moreover, local spatial development plans obligatorily specify e.g. principles of environmental protection, nature conservation and protection of cultural landscape, boundaries and types of land development or protected objects, specified on the basis of separate regulations, including e.g. those at risk of floods. The analysis carried out in the work was based on planning, statistical and registration data of two decades from 1992 to 2012. The main research concerned changes in land function residential buildings. Moreover, local spatial development plans prepared for Skórzewo, Dopiewo community study and the project of its change have been analized in terms of quality and quantity. The primary source material in the work were local development plans adopted in the years 1992–2012 for the village Skórzewo. According to the recent history of Poland, the analyzed spatial planning documents were divided into three groups: The general plan of 1992, Local development plans, which have been repealed (enacted before 1995, or plans that have lost power as a result of the adoption of the new local development plans), Current local development plans (enacted in 1996–2012). In connection with the application over the years a variety of indications in the Local Development Plan, for the purpose of analysis, they have been standardized by the Minister of Infrastructure on the required scope of the draft local development plan (Journal of Laws of 2003, No. 164, poz.1587). Analysis of local development plan were made with the use of software company IMAGIS Mapinfo version 10.5. Therefore, the research methodology was due in large part to the tools used in the form of geographic information system. Qualitative analysis of planning documents from the years 1992–2012 showed that, depending on the date of enactment, their details and entry form changes. The existing local plans are used accurate records and is given the more number of urban indicators, than in the plans, which had lost power. This show undertaken by the commune attempt to manage the process provides of suburbanization through local plans. Negatively about the spatial planning in Skórzewo geodesic district provides low average area of enacting local plans (3.3 ha for the years 1995–2012) and advantage plans smallest up to 1 ha (42%).
